Certification Overview

Energy Label

The China Energy Label displays energy efficiency grades, energy consumption and related performance indicators so consumers can compare products. Applicable products must undergo efficiency testing, use the report to prepare the label and complete registration.

International Energy Label — Detailed Introduction

Certification Services Poster 01

I. Introduction to Energy Label Certification
The China Energy Label has a blue-and-white background, the words “CHINA ENERGY LABEL” at the top and an adhesive backing for attachment to the product's front panel. It contains background information, an energy efficiency grade display and product performance indicators. It clearly shows the product's efficiency grade, energy consumption and other important performance data. A lower grade number means greater efficiency, better energy savings and lower electricity use. China's current label has five grades: Grade 1 represents internationally advanced efficiency and the lowest consumption; Grade 2 indicates relatively high efficiency; Grade 3 is the domestic market average; Grade 4 is below average; and Grade 5 is the minimum market-entry level. Products below Grade 5 may not be manufactured or sold. To promote energy-saving awareness, the grade display uses three forms of information: words indicating low, medium or high consumption; numbers from 1 to 5; and colors, with red indicating prohibition, orange warning, and green environmental protection and energy savings.

The label helps consumers compare energy-saving performance and choose products that use less energy and cost less to operate.

II. Product Certification Scope
Monitors, LCD televisions, plasma televisions, rice cookers, induction cookers, household washing machines, refrigerators, electric storage water heaters, energy-saving lamps, high-pressure sodium lamps, printers, photocopiers and electric fans.

III. Certification Process

Step 1: Product Testing
Energy efficiency testing must be conducted at a qualified laboratory.
After the product passes testing against the relevant national energy efficiency standard, the laboratory issues a report. This is the primary basis for the consumption figures on the label. The original report must be submitted to the Energy Label Center for review and filing.

Step 2: Prepare the Energy Label

Energy Label

China Energy Label designs follow strict, uniform requirements to support effective oversight and consumer recognition. Labels for different product categories share the same basic shape, colors, graphics and overall layout, while dimensions and consumption indicators vary. Businesses must therefore prepare labels according to the relevant product implementation rules.

Download the editable energy label template in CorelDRAW format. Open it in CorelDRAW 11.0 or later with Founder fonts, and enter the producer, model, efficiency grade and performance indicators. Grades and indicators must be based on the test report. Values must remain within the relevant grade limits, and the tested sample must meet the declared label values.

Print the label on coated paper of at least 80 g/m² and affix it in a prominent position on the product or smallest packaging unit. Submit a label sample for review when filing.

Step 3: Enter Filing Information Online
First register a company account on the China Energy Label website, www.energylabel.gov.cn. Provide basic company details; registration is completed after administrator review, which takes approximately 3 days.
After registration, sign in and enter the product filing information, mainly the details shown on the energy label.
For more information, see the Service Guide on the left side of the China Energy Label website's homepage.

Step 4: Submit Written Filing Documents
Submit the following documents to the China Energy Label Center:
Copy of the producer's business license or registration certificate;
Company information form for energy label filing;
Energy label sample, as prepared in Step 2;
Energy label filing form;
Energy efficiency test report from Step 1;
For brand authorization or OEM production, also provide:
Brand use authorization;
OEM declaration for energy label filing;
If the producer is registered overseas, the importer is also a responsible party and must provide:
Copy of the importer's business license or registration certificate;
Importer company information form;
Copy of the relevant agreement between the importer and overseas producer;
The Energy Label Center generally responds within 10 working days after receiving written filing documents. Completed filings are published on the China Energy Label website and can be searched by filing number, producer or model.
