GEMS manages product energy efficiency through minimum energy performance standards and energy labelling to improve energy use and reduce greenhouse gas emissions. Relevant products must undergo efficiency testing for their category and have technical documentation prepared for registration.
1. Certification Overview
To improve energy efficiency in electrical equipment and residential, commercial and industrial products, and deliver economic and environmental benefits, Australia and New Zealand introduced the Greenhouse and Energy Minimum Standards Bill 2012 (GEMS), effective October 1, 2012. It incorporates previous policies, including mandatory Minimum Energy Performance Standards (MEPS), the Energy Rating Labelling Scheme (ERLS) and the Equipment Energy Efficiency Program (E3), while broadening the focus to greenhouse gas reductions and improved energy use. It guides businesses and consumers toward choices that minimize operating costs over a product's life cycle.
GEMS certification is mandatory for regulated products before sale. The applicant must be a locally registered Australian company. Registration is made centrally with the Australian Regulator, rather than in an individual state.

Usually required in countries that mandate factory inspection; a CIG 023 factory inspection report is generally accepted
7. Certification Process
1. Select products for testing against the same standards used for the former MEPS certification. Reports from ISO/IEC 17025-accredited laboratories are generally accepted.
2. Submit the test report and other documents for GEMS registration. A GEMS certificate is obtained after document review.
8. Certification Timeline & Validity
GEMS certification takes 3 weeks: 1 week for the test report and 2 weeks for registration.
GEMS registration is valid for 5 years.
9. Factory Inspection
