Certification Overview

TISI

TISI is Thailand's product certification system, covering mandatory and voluntary certification. Products are assessed against applicable Thai Industrial Standards through testing, review of quality assurance capability and ongoing surveillance.

Thailand TISI — Detailed Introduction

Certification Services Poster 01

I. Introduction to Thailand TISI Certification

TISI administers Thailand's mandatory and voluntary product certification under the Industrial Product Standards Act. It develops standards and manages certification, laboratory accreditation and registration, including interim product registration.

The TISI conformity mark covers product safety, electromagnetic compatibility and energy efficiency. Some products sold in Thailand require the mandatory mark, while others may obtain a voluntary mark. EMI and EMS marks may also be requested according to customer needs. Products entering Thailand must meet both IEC and Thai TISI standards.

V. Certification Scheme

Product certification requires compliance with the relevant standards and a sound quality assurance system to maintain conformity. In addition to product type testing, TISI's certification procedure includes a factory inspection before certification and surveillance after certification.

1. Product assessment
TISI assesses products against Thai Industrial Standards (TIS) and specific certification requirements using one of the following three methods:
(1) Sampling and testing by a designated laboratory
Samples are selected by qualified TISI officers and tested by a designated laboratory, a laboratory accredited under the Thai Laboratory Accreditation Scheme (TLAS), or a laboratory accredited by an accreditation body approved by the Industrial Product Standards Council.
(2) Sampling and testing by factory personnel at the factory, witnessed by qualified TISI officers
Where the factory laboratory has the required test equipment and qualified personnel, factory personnel may test the selected samples on site under the supervision of qualified TISI officers.
(3) Review of test reports
Repeat testing may be waived if the products have been tested by a laboratory approved by the Industrial Product Standards Council. If reports are incomplete or differ from the applicable certification standards and specific requirements, TISI may select samples for supplementary testing of those items.

2. Factory inspection before certification
For imported products, pre-certification assessment does not require a factory inspection if a document review of quality control procedures is sufficient. An overseas factory inspection is required if the documents are inadequate. Factories with ISO 9000 quality management certification may be exempt from quality control system review, provided the certification body meets the following requirements:
(1) The ISO 9000 certification body is accredited by Thailand's Office of the National Accreditation Council (ONAC).
(2) The ISO 9000 certification body is approved by the Industrial Product Standards Council.
If the factory's quality management system is incomplete or differs from specific product certification requirements or general product quality control requirements, TISI may conduct supplementary reviews of those items.

3. Surveillance after certification
Post-certification surveillance ensures that certified products continue to meet the relevant standards and that the factory can maintain product quality. The surveillance system includes:
(1) Routine surveillance
Surveillance may cover the quality control system and/or the quality of certified products. Its frequency depends on the consistency of the certificate holder's quality control system and the results of previous surveillance.
(2) Surveillance of the quality control system
Quality control system surveillance primarily uses sampling tests at the factory or in the market. Samples are selected by qualified TISI officers and tested by a designated laboratory, a TLAS-accredited laboratory, or a laboratory accredited by an accreditation body approved by the Industrial Product Standards Council.
Note: Manufacturers, importers and distributors may be monitored without advance notice to ensure that production and sales comply with Thai TIS standards, prevent misuse of the standards mark, and prevent violations of the Industrial Product Standards Act and its amendments.

VI. Certification Process

1. The client provides product and importer information. We contact the local Thai importer to collect the relevant documents.
2. The client provides samples and test documents. Samples are sent to a TIS-recognized laboratory in Thailand for testing.
3. We confirm the factory inspection date with the client and Thai engineers, arrange their itinerary in advance, and assist with inspection preparation.
4. We follow up on testing and the factory inspection report. The TISI certificate is issued once both are completed.

7. Certification Timeline & Validity

TISI certification lead time: 2–3 months
TISI certification has no specified expiry date

8. Factory Inspection

TISI certification requires a factory inspection
